English Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, English councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling playing fields and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of authorities seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of councils will have to raise council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of county councils this week also found local finances being stretched by the growing number of young people and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the most recent deprivation measures (IMD) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and addresses the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
